Michael D. Sullivan - Former IRS Revenue Officer

Michael D. Sullivan is a founder of Fresh Start Tax. He has a distinguished career with the Internal Revenue Service for 10 years. As an IRS Revenue Officer, he served as an Offer in Compromise Specialist and also collaborated with the U.S. Attorney's office in many clandestine "operations". Michael received awards for his work and dedication as a Revenue Officer. During his tenure with the IRS, he was involved in the training of many IRS Agents, including specialty programs, as a certified instructor in the Atlanta, Georgia District Office.

Michael has been in private practice for the last 26 years in the field of taxpayer representation for tax resolution issues against the IRS, representing corporations and individuals which involved a wide range of tax issues. Michael has worked many large complex cases for high net worth individuals. Mr. Sullivan is a committed professional with dedicated involvement in the tax profession community as a frequent speaker on the South Florida circuit, and on the board of the Greater South Florida Tax Council. Michael has been the program host and moderator several Internal Revenue Service forums.

Michael graduated from St. Thomas University with a B.A. in pre law He also has attended Knox Theological Seminary as an audit student, has obtained a life time Achievement award for Little League Baseball and currently sits on the Internal Board for the walk to Emmaus.

Steven F. Jacob - Certified Public Accountant

Steven F. Jacob, CPA is a founder of Fresh Start Tax. His career includes 20 years in public accounting, six years with international accounting and consulting firm, KPMG Peat Marwick. Afterwards, Steven maintained a private practice for which handled tax issues for firm clientele. Mr. Jacobs currently focuses his efforts in the area of IRS tax resolution.

Steven received his Bachelor of Arts in Accounting and a Masters of Accounting with a specialization in Tax from Florida Atlantic University. He passed the CPA exam in 1990 and has been since licensed as a CPA in the State of Florida. Steven is also a current member of the Florida Institute of Certified Public Accountants (FICPA). Steve has as speaker presented many tax seminars throughout South Florida

Stephen Wilkinson - Corporate Accountant

Steve Wilkinson brings knowledge and expertise to Fresh Stat Tax having been involved in large figure compliance cases and resolution of IRS tax issues for individual clients.

Steve has served as an Accounting Director for Alamo/ National Car Rental, one of largest car rental companies in North America. He was responsible for five billion dollars of vehicle inventory and sales with management of several large corporate accounting departments. He has the strong operational skills needed for management of the entire Fresh Start Tax process and the ability to provide solutions for the client’s issues and needs.

Steve graduated with a BS degree in Accounting from Alliance College.

Steve also holds a USCG captain’s license and is a member of the Florida Guides Association.

Susan Moss - Former IRS Audit Supervisor

Susan Moss began her career with the Internal Revenue Service in the Office Audit Division in 1973. As an Office Auditor she examined individual and small business tax returns. In 1978 she was promoted to Office Audit Group Manager. As a Group Manager she supervised a group of 25 IRS agents. Susan received numerous awards for accomplishments with Fraud Discovery and Awareness; Examination of Business Returns; and The Tax Shelter Audit Program.

Susan retired from the Internal Revenue Service in 1983 and for the past 26 years has worked in private practice as a tax consultant and IRS audit and collection specialist. With her practice she has worked with many accounting firms representing corporations and individuals to resolve their tax problems. Susan has been a featured speaker at various tax industry functions.

Susan is married with 3 grown children and 2 grandchildren. She graduated from Florida Atlantic University with a B.A. degree and attended Arizona State University and Florida Atlantic University graduate school.

Stacy Spencer

Stacy Spencer – Case Manager

Stacy spearheads the case management team at Fresh Start Tax, focusing on problem resolution. Her involvement directly interfaces with the Department Of Treasury, the Internal Revenue Service and all Fresh Start Tax clients, both in the business industry and individual cases.

Stacy worked 22 years for the third largest car rental agency in the U.S. While there, she served several corporate management positions in the accounting area and in operations. She earned her Bachelor of Science degree from the University of Iowa in 1986 and attended Florida Atlantic University.

Stacy is active in many civic charities in Broward County, along with her husband and young son.

Bernard A. Singer - Board Certified Tax Attorney

Bernard A. Singer is a Board Certified Tax Lawyer and a Certified Public Accountant. Bernie is a Florida native and University of Miami Law School graduate. He has over 30 years of experience in the area of taxation as an attorney. His career includes positions with the law firm of Abrams Anton, P.A., the accounting firm of Ernst & Young and Tax Director for Lennar Corporation (a NYSE listed national homebuilder).

Mr. Singer has been given an "AV" rating, by Martindale-Hubbell, the highest rating given to an attorney based on professional ethics and legal expertise. Bernie has handled numerous tax controversies on behalf of clients with both the IRS and various state taxing authorities.
